The annual Nebraska Association of School Business Officials State Convention provides professional development on all things school finance, human relations, and much more in addition to an opportunity to connect with colleagues across the state. A golf scramble will be held on Wednesday, April 20 for those attendees who want to participate.

             Let It Go, Just Let It Go - Kent Rader 
Recent surveys report more than half of our employees hate their jobs. The number one reason cited is the stress associated with today’s business environment. Having spent twelve years as CFO and CEO, Kent Rader has experienced this stress first hand. In his presentation, Kent will take participants on a journey they won’t want to end. It begins by showing the origins of stressful feelings and how humor is a proven tool in combating these feelings. Kent offers practical ways to include more humor in your life, along with stories that are guaranteed to make you laugh.

Legal Hot Topics - Justin Knight, Perry Law Firm 
This session will cover recent trends and “hot topics” for school business officials, including legislative updates, recent court cases, and planning ideas for the 2022-2023 school year.

State Auditors Update - Dakota Christensen, Auditor of Public Accounts (Handout)
An update and overview of the State Auditor’s Office including discussion on activity funds and fraud cases.

TEEOSA 101 State Aid Calculation - Kevin Lyons, NDE  (Handout)
This session will discuss the basics of school finance including the different funds and appropriate uses. Additionally, NDE will review the major factors of the formula (various adjustments and allowances, comparison arrays, etc).

LB 147: What We’ve Learned and What You Need to Know - Orron Hill and Vanessa Hohlen, NPERS
During this presentation the NPERS Legal Counsel, Orron Hill, and Internal Auditor, Vanessa Hohlen, team up to: -Explain LB 147 and how it is a good thing, -Warn you about common pitfalls/stumbling blocks we have seen and help you to avoid them, -Respond to common questions and concerns about LB 147, and -Lay out the tools NPERS developed to help you succeed!  Join us to ensure your school district/ESU and its employees/retirees understand and implement these important rules.

Final Pay Day and Other IRS Considerations - Derek Aldridge and Greg Perry, Perry Law Firm
This presentation will discuss some of the surprising complexities that can occur with an employee’s final pay, including issues created by the IRS and other state law.

New To School Finance - Erin Heineman, South Sioux City Community Schools, and Kelli Ackerman, Lincoln Public Schools (Handout)
We all start somewhere and when you step into the world of school finance you are starting on a new journey. Kelli and Erin will try to help get you started down the path of success and hopefully alleviate a few fears. Questions will be answered, tricks of the trade will be shared, and we will all walk away with a new outlook on our workload.

School Finance Hot Topics - Bryce Wilson, NDE (Handout)
This session will provide information on all relevant current school finance happenings including; the new joint public hearing, aid certification, etc. We will also be covering ESSER updates and possibly adding in a bad joke or two!

I’ll Take Bonds for $1000! - KSB School Law 
School districts across the country have been receiving questions and public records requests dealing with bonds and insurance coverages, including many in Nebraska. From board members to administrators, these requests have varied somewhat but are generally tied back to a few groups and websites that have created a lot of confusion and misinformation. The KSB attorneys will cover what Nebraska law actually says and what your district needs to know about the state bonding and insurance requirements, including how best to respond if you receive one of these requests.

Contracting Issues for Building Projects - A Business Officials’ Primer - Derek Aldridge, Perry Law Firm
This presentation will discuss various contracting issues that arise in building projects, including types of contracts used, contracting parties, major contracting provisions, along with some often overlooked but equally important contract provisions. 

Nebraska’s Educator Workforce Shortage: Challenges and Progress - Dr. Sara Skretta, UNL
This session will provide an updated overview of the State Task Force progress in areas of educator shortage. Innovative strategies and initiatives at the national and state level that have proven successful and those that show promise will also be shared. 

Ask, and You Shall Receive (More FLSA and FMLA) - KSB School Law
Ah, yes. It’s springtime in Nebraska. Flowers are blooming...and business officials are back for their annual FMLA/FLSA booster shot. Despite covering these topics every year, we know the same sticking points and decisions keep coming up for schools and ESUs across the state. The attorneys from KSB will go through the most important and often confusing areas of compliance. Bring your questions! 


3:15 Concurrent Session IV
The Hidden Costs of Injured Workers - Josh Schauer, Perry Law Firm
Informing your insurer of a work injury is an important first step. But, there is much more school officials should do when an employee is injured on the job. In this session, attorneys from the Perry Law Firm will discuss the potential costs associated with workers’ compensation claims, along with ways to limit such costs to the district. The session will cover everything from strategies to limiting time missed from work to ways for your district to avoid other pitfalls associated with on-the-job injuries.

EHA Update - Greg Long, Educators Health Alliance, and Cortney Ray, Blue Cross Blue Shield Nebraska
Cortney Ray of BCBSNE and Greg Long of the EHA will discuss the value of the EHA to school districts across the State. There will be a discussion on what makes the EHA the most stable health benefit plan in Nebraska while focusing on the benefits offered within the plan.

HR and Labor Law Hot Topics - KSB School Law
The attorneys from KSB will cover the latest and greatest...or worst...of the developments business officials should know about hot and trending HR topics dealing with labor and employment.
