It is easy for special education administrators to become so focused on completing paperwork and placating parents that they lose sight of the fact that effective classroom instruction and management is crucial for student success.  Working teachers to improve their performance, their management of students, or even their compliance with directives is a critical skill for special education administrators.  Karen Haase will discuss evaluation techniques, effective communication skills and the essentials of good improvement plans.

School districts continue to struggle to master the technicalities of student residency in Nebraska.  This is a particularly pressing issue for special education students who are more likely to be in the foster care system and more likely to be verified under Rule 51.  Karen Haase will review the laws governing residency and will update special education administrators on efforts being made by the Unicameral and the State Supreme Court to improve outcomes for students in the child welfare system.

Presenter: David Richards, Richards Lindsay & Martin
In January of 2012, OCR issued the long-awaited guidance on the ADA Amendments Act of 2008. This lively session will provide an
update on Section 504 eligibility based on that guidance. We'll look at the five major changes to eligibility: more inclusive interpretation of eligibility language, new major life activities, special treatment for impairments in remission and episodic impairments, a new definition of substantial limitation and a new mitigating measures rule. We'll also examine OCR's identification of four impairments that will, in virtually every case, result in Section 504 eligibility, the Section 504 relationship with RTI made complicated by the mitigating
measures rule, and Section 504 referral of students already successfully served by health plans.  Questions are encouraged.

A typical field trip begins and ends with a walk of 1/2 of a mile. In the evening we go in before sunset, then view the cranes as they come in until it is dark enough that we can quietly exit without disturbing the cranes. Field trips last approximately 2 hours. *This tour is
limited to the first 20 people who sign up.

8:30 a.m. - 12:00 p.m.       Who Gets a Section 504 Plan and What’s In it?
Presenter: David Richards, Richards Lindsay & Martin
Following the ADAAA, not all Section 504-eligible students will receive a Section 504 Plan. Veteran school attorney Dave Richards discusses the modern reality of technically eligible kids who won't get a Section 504 Plan, but will get Section 504 rights. We'll also discuss how to use evaluation data to develop Section 504 Plans for eligible students who do require Plans and walk through Section 504 Plan scenarios to apply what we learn. We'll discuss concerns over unreasonable accommodation requests, misperceptions about the Section 504 FAPE (can a student really fail even though he's receiving a Section 504-FAPE?), and accommodations in accelerated classes. Questions are encouraged.
