Officer Duties

President

The President is the chief officer of the Association and shall preside at all meetings of the Association and the Executive Committee.  The President shall perform such functions as:

  1. Serve as a voting member and presiding officer of the Executive Committee;
  2. May serve as a voting delegate to the National Delegate Assembly;
  3. May represent State at Zone Conference;
  4. Review Association policies and recommend priorities to be considered by the Board of Directors;
  5. Represent and speak for the Association on matters of policy or may assign responsibility for such functions;
  6. Meet periodically with the Executive Committee of the Association;
  7. Delegate duties to the President-Elect, Past President and Vice President;
  8. Propose the agenda for meetings of the governing bodies of the Association;
  9. Except as otherwise provided in the Constitution and Bylaws, appoint all Chairs and members of Association committees;
  10. Serve as an ex-officio, non-voting member of all Association committees, except the Nominating Committee;
  11. Serve as a voting member of the NCSA Executive Committee;
  12. Have such other powers and duties as are authorized by the Executive Committee or Board of Directors.
  13. Secure Past President plaque for presentation at Annual Fall Conference.

The Vice President shall:

  1. Act for the President when the President is unable to perform the duties of his office;
  2. Perform other duties as directed by the President or the Board of Directors;
  3. Serve as primary communication developer and shall organize the Association’s communication program;
  4. Serve as Chair of nominating committees in consort with the five Region Presidents;
  5. Coordinate NAESP Handbook.

President-Elect

The President-Elect should make a thorough study of the President’s duties and responsibilities and be familiar with the work of the Association, and:

  1. Assumes the duties of the President in case of his resignation until the position is filled, in accordance with the Bylaws;
  2. Serves as an ex officio, voting member of the NCSA Executive Committee;
  3. May serve as Delegate to National Assembly;
  4. Performs other duties as directed by the President or the Executive Committee;
  5. Chair for Awards Committee along with six other appointed members.

Past President

The Past President shall serve as needed in various capacities, and:

  1. Serve as Representative to National Federal Relations Board;
  2. Chair for Annual Research Committee;
  3. Serve as Co-Chair for Nominating Committee - (Vice President is First Chair);
  4. Secure past Region President’s Awards;
  5. Secure National Distinguished Principal Plaque and Award with other four Regional Distinguished Principal Awards for presentation at Annual Fall Conference.

The Secretary shall:

  1. Record all business transacted at each meeting of the Association and of the Executive Committee/Board, and present the minutes for approval at the next meeting;
  2. Act as custodian of all records, except those specifically assigned to others, and promptly deliver all records to his/her successor;
  3. Count a rising vote when required by the presiding officer;
  4. Read minutes of any previous meetings when asked to do so;
  5. Have on hand, for reference at each meeting, a copy of the Bylaws, the standing rules, the agenda, the minutes of previous meetings, and a list of all committees, including names of members of committees; and
  6. Send out notices of Executive Committee/Board and other meetings.

Minutes should contain records of all action taken by the group, including the exact wording of every motion, the name of the member who introduced the motion, and the action taken on the motion. The secretary may request the maker of a motion to put it in writing, if the motion is long and involved. The minutes should report the action taken by the Association, not the dialogue by the members.

State Representative

The Representative of the National Association of Elementary Principals will be a member of the Executive Committee, and Board of the Nebraska Association of Elementary School Principals.  The State Representative shall serve for a three-year term commencing when elected to take office at the state level.  No State Representative may serve more than two consecutive terms.  The State Representative shall be a regular member of the State and National Association.  In the event that a State Representative does not complete the three-year term, the Board of Directors shall designate a successor to fill the unexpired term.

The State Representative shall:

  1. Serve as liaison between the national and state associations;
  2. Coordinate the association membership campaigns within the state;
  3. Advise the Executive Committee and Board on policies and programs;
  4. Serve on the Executive Board;
  5. Serve as voting member of the National Delegate Assembly;
  6. Perform other duties according to the Bylaws;
  7. Perform other duties as directed by the President or Executive Committee.

Federal Relations Coordinator

The Federal Relations Coordinator shall serve as a member of the Executive Committee, and Board of the Nebraska Association of Elementary Principals. The Federal Relations Coordinator shall serve for a three-year term commencing when elected to take office at the state level. No Federal Relations Coordinator may serve more than two consecutive terms.  The Federal Relations Coordinator shall be a regular member of the State and National Association.  In the event that a Federal Relations Coordinator does not complete the three-year term, the Board of Directors shall designate a successor to fill the unexpired term.

The Federal Relations Coordinator shall: 

  1. Represent the Association in the governing body of the National Association of Elementary School Principals;
  2. Serve as liaison between the national and state association;
  3. Advise the Executive Committee and Board on state and federal policies and programs;
  4. Attend the NAESP Leadership Conference held annually and attend the Conference for the same year he or she is elected;
  5. Perform other duties as directed by the President or Executive Committee.

Public Relations Coordinator

The Public Relations Coordinator shall serve as a member of the Executive Committee, and Board of the Nebraska Association of Elementary Principals. The Public Relations Coordinator shall serve for a three-year term commencing when elected by the Executive board to take office at the state level. No Public Relations Coordinator may serve more than two consecutive terms. The Public Relations Coordinator shall be a regular member of the State and National Association. In the event that a Federal Relations Coordinator does not complete the three-year term, the Board of Directors shall designate a successor to fill the unexpired term. 

The Public Relations Coordinator shall:

  1. Press releases to various media sources relating to awards given by NAESP or received by members of NAESP; Coverage will be given to the following awards:  National Distinguished Principal; Regional Distinguished Princpal; Outstanding New Principal of the Year; Friend of Education Awards
  2. Press releases to various media sources relating to NAESP election results
  3. Reporting on any other noteworthy activities and awards, as deemed necessary by the President of NAESP in consultation with the Vice President.
