SEC Enforcement: Are All Bond Issues Vulnerable? – Garrat

All school bond issues are subject to the anti-fraud provisions of the Federal Securities Laws, and nearly all publicly sold bond issues of over $1,000,000 are subject to annual continuing disclosure filings.  The SEC has made it clear that school districts are responsible for the content of official statements used in bond offerings, and the SEC plans continued use of its enforcement powers under the anti-fraud provisions of the Federal Securities Laws for bond offerings.  This session will cover (a) the anti-fraud provisions of the Federal Securities Laws and how they apply to school bond issues, (b) the SEC’s enforcement powers under the anti-fraud provisions, (c) the recent MCDC Initiative continuing disclosure undertakings and how technical failures can cause problems.

The Nebraska Public Employees Retirement Systems (NPERS) will be providing updates on current events that may impact the School Employees Retirement System.  Specifically, NPERS will focus on its recent informational letter on compensation and fringe benefits for retirement purposes, military service credit, and recent legislation.

School Accounting is not complicated but it is unique.  If you are new to the bookkeeping position you may feel lost in the sea of numbers, codes, and various duties.  We will attempt to calm the waters for you. If you are seasoned in the position you man learn new tricks of the trade or share one with those in attendance.  This session is meant to be informative, user friendly, and very interactive.

PPACA: Your Guide to Obamacare Essentials 2015 and Beyond– Grand Ballroom E

There's a lot to cover, so this fast-paced presentation will take you from today through the next several major implementation deadlines for PPACA. We will cover the things every school business office employee should do to assist the district to prepare for PPACA implementation, along with an introduction to the IRS reporting requirements. The main topics include computing "full-time" status for individuals, creating your district's "Impact List," and looking at the options districts have for implementing PPACA.

This presentation will go over changes to how audits are conducted and what to expect when the auditors arrive.

Special Ed Finance – Grand Ballroom E

This session will review the various funding sources that impact special education, the corresponding account codes, documentation requirement (including IDEA time/effort and overview of MIPS) and expenditure constraints.  Participants will receive access to a tool that can assist them in making the most of their IDEA funds while keeping their district's responsibility to a minimum.

Does your school have activity accounts for the PTO? Does the “little guy” wrestling club use your school’s tax ID number to buy water at Walmart?  What happens to money in the junior/senior class fund after that group of students graduate?  Do parents use the school’s name and mascot to raise money for post prom?  Most schools don’t know it, but state and federal officials have strong opinions about these topics.  Karen and Steve will review practices that have caused problems for schools with the Nebraska state auditor and the Nebraska Department of Revenue.  They will also provide practical advice for getting these accounts under control to avoid future problems.

The Fair Labor Standards Act of 1938 is one of the statutory bugaboos for schools.  Kelley Baker will review the law’s requirements, especially as they affect schools, school districts’ responses and developments over the past few years.
